Scam:

In the UNDERGROUND NETWORK, the word "funder" is used without regard to reality or banking procedures of any kind.  

It is used to define a person who allegedly provides funds for LETTERS OF CREDIT, PRIME BANK GUARANTEES (PBG's), DEBENTURES, TREASURIES, or MEDIUM TERM BANK NOTES (MTN's) to be used specifically in HIGH-YIELD INVESTMENT PROGRAMS.
